A Partnership Agreement Between
The Dunamis Institute and
Father’s Place of Rest (Pastors Allen and Deborah Kemp)
December 8, 2013


This partnership agreement is between Pastors Allen and Deborah Kemp, co-directors of Father’s Place of Rest, a ministry located at 1109 Chesapeake Ave., Hampton, Virginia, 23661 and the Dunamis Institute of Presbyterian and Reformed Ministries, International (PRMI), located in Black Mountain, NC. The partnership is accordance with and will work towards the fulfillment of PRMI’s vision statement that includes the following components: prayer, leadership development, growing the church, and mission outreach.

 The Partnership is entitled:

Father’s Ministry of Love to the World
Reconciling sons and daughters to the Father
Through the Cross of Jesus Christ
By the power of the Holy Spirit

“See what great love the Father has lavished on us, that we should be called children of God!
And that is what we are”.

After 27 years of pastoral ministry and 4 years of cumulative overseas missions work, God has called Pastors Allen and Debbie Kemp to begin a new ministry of bringing the love of the Father to the church and to the world. This ministry currently has three primary elements:

1.     The Ministry of our Home. Father’s Place of Rest is a large 1911-built Victorian waterfront house situated at the mouth of the James River flowing into the Chesapeake Bay, in Hampton Roads, Virginia. Our home is place of rest and respite, love and healing, recreation and hospitality for all whom God calls here to experience more of His love as Father.  For a few days or a few weeks, Father will draw people to come and rest and find healing and deeper intimacy with Him.
2.     The Ministry to our Neighborhood. Our home abuts East End Newport News, a mostly African American community beset with poverty, fatherlessness, drugs, and crime. We are called to take Father’s love into this community ministering His love, mercy and justice.
3.     The Ministry of taking Father’s love to the world. We are called to the nations as well as the neighborhoods, to the local church and the lost community to proclaim the Good News that God our Father is reconciling His sons and daughters to Himself, through the Cross of Christ, by the power of the Holy Spirit.



I. FPOR Agrees to:

1.     Invite weary Dunamis Fellowship Institute members, missionaries, and volunteers and those hungry to know Father more to come away for a while and rest. To take some time for their own healing, rest, relaxation, and fun. We will gently lead and love those whom Father brings to us.
2.     For Allen and Debbie Kemp to teach and minister Father’s love in the context of teaching at Dunamis and Ignite events, and Father Heart events, in local churches here in Hampton, regionally in Virginia, and across the USA as invited.
3.     For Allen and Debbie Kemp to teach and minister Father’s love in overseas missions, in the context of teaching Dunamis and Ignite events, Father Heart events, separate evangelistic events, and any additional equipping events, as invited.

II. The Dunamis Institute Agrees to:

1.     Provide donation processing services to Allen and Deborah Kemp and Father’s Place of Rest (soon to be LLC) receiving gifts with 10% retained by PRMI to administer the partnership. As needed, PRMI will provide basic administrative services. PRMI will distribute donated funds to Allen and Deborah Kemp monthly on the 15th.
2.     Collaborate with the Kemps for potential ministry opportunities and new open doors.
3.     Pray with and for the Kemps and FPOR.

4.     Be a friend in ministry and provide encouragement, accountability, and fellowship.
